Local service interruption via premature KCM initialization

Use of an uninitialized resource in Linux KCM allows local users to interrupt kernel service through a conflicting socket setup. KCM initializes strp work before checking whether csk->sk_user_data already belongs to KCM, so cleanup can touch the existing psock->strp work state. Low-privileged local access is sufficient, no user interaction is required, and the published impact is limited to availability.
