Local service interruption via failed IPVS initialization

Improper IPVS initialization in the Linux kernel allows local users to interrupt service during network-namespace cleanup. ip_vs_conn_net_init returns success when either ip_vs_conn or ip_vs_conn_sync proc creation fails, so __ip_vs_cleanup_batch later attempts to remove an entry that does not exist. Exploitation requires low-privileged local access, a proc-entry creation failure, and subsequent cleanup of the affected network namespace.
