Kernel panic via recursive kprobe debug exceptions

Denial of service in the Linux kernel allows local users to panic arm64 systems by triggering recursive debug exceptions through kprobes. The regression removed the non-probe protection from cortex_a76_erratum_1463225_debug_handler(), allowing a probe to recurse until the kernel stack overflows. Reaching the panic requires an arm64 kernel and permission to configure kprobes; the failure interrupts the entire host.
