Kernel crash via repeated lapbether device activation

Improper NAPI state handling in Linux 5.13 through 5.15.78 and 5.16 through 6.0.8 allows local users to crash the kernel. When lapb_register() fails during the first lapbether device bring-up, lapbeth_open() leaves NAPI enabled, so the second bring-up calls napi_enable() again and triggers a kernel BUG and invalid opcode. Exploitation requires local access, an affected lapbether device, an initial registration failure, and a second bring-up attempt.
