Availability disruption via unbalanced UART clock disable

Resource-management error in the Linux i.MX serial driver allows local users to disrupt availability during system hibernation. The missing .thaw_noirq callback skips clk_enable between suspend-noirq and thaw, so imx_uart_thaw disables and unprepares an already-disabled UART clock.
