Availability loss via leaked ENA initialization workqueue

Resource leak in the Linux kernel ENA driver from 4.9 allows local users to reduce availability when PCI driver registration fails. ena_init creates a single-thread workqueue before pci_register_driver and does not destroy it on registration failure, leaving the allocation behind. Reachability requires ENA initialization and failed PCI registration; public records do not explain how a low-privileged local user can induce that failure.
