Local server crash via unchecked peer entry

Null pointer dereference in OFFIS DCMTK dcmqrscp 3.6.0 through 3.6.7 allows local users to crash the server with a malformed configuration file. DcmQueryRetrieveConfig::readPeerList passes an unchecked null HostEntries[i].SymbolicName pointer to strcmp while resolving a peer's symbolic name. Exploitation requires permission to supply a configuration file and launch or restart dcmqrscp with it; the documented consequence is process termination, not data access or modification.
