Local kernel crash via undersized macvlan MTU

Denial of service in the Linux kernel allows local users to crash the IPv6 stack by activating a macvlan link with an undersized MTU. drivers/net/macvlan.c accepts a link-creation MTU below the required 68-byte minimum, although later MTU changes enforce that floor. The user needs low-privileged local access capable of creating and activating a macvlan interface; the resulting impact is a kernel crash.
