Local service interruption via unset MAC header

Improper header handling in Linux allows local users to interrupt service by transmitting crafted packets through a Geneve tunnel. skb_tunnel_check_pmtu() reads skb->mac_header even though ndo_start_xmit() leaves that offset unset and positions skb->data at the MAC header. The path requires local low-privileged packet transmission; it raises a kernel warning and crashes systems configured to panic on warnings.
