CAN service interruption via 16-bit timestamps

Integer wraparound in the m_can driver in affected Linux kernel builds allows local users to interrupt CAN receive processing. The m_can_read_fifo() and echo-event paths pass 16-bit hardware timestamps directly to RX-offload, although its overflow logic requires full 32-bit values. Exploitation requires local low-privileged access and an m_can peripheral using RX-offload; the bounded impact is CAN service interruption.
