Local service interruption via torn sysctl access

A race condition in the Linux kernel allows local users to interrupt service through concurrent access to an 8-bit sysctl variable. proc_dou8vec_minmax reads and writes the shared byte without READ_ONCE and WRITE_ONCE protection, permitting load or store tearing.
