Local service interruption via ICMP sysctl race

Race condition in Linux kernel 5.13 through 5.15.55 and 5.16 through 5.18.12 allows local users to interrupt service. The IPv4 and IPv6 ICMP probe-response paths read sysctl_icmp_echo_enable_probe as a plain load while the sysctl handler can write it concurrently. Exploitation requires local low-privileged access and winning a high-complexity timing race; the published impact is limited to availability.
