Service interruption via unsynchronized ICMP sysctl read

Race condition in affected Linux kernel revisions allows local users to interrupt system availability through concurrent ICMP sysctl access. The __icmp_send path reads sysctl_icmp_errors_use_inbound_ifaddr without READ_ONCE while the sysctl handler can change the shared value concurrently. Exploitation requires low-privileged local access, a high-complexity race, and interaction with a setting that is disabled by default; no confidentiality or integrity effects are reported.
