Local service interruption via unsynchronized sysctl read

A data race in Linux kernel raw socket lookup allows local users to cause a service interrupt under concurrent sysctl changes. raw_sk_bound_dev_eq reads net->ipv4.sysctl_raw_l3mdev_accept without READ_ONCE while the value can change concurrently.
