Local service interruption via unsynchronized ECN fallback read

Race condition in the Linux kernel 4.2 through affected 5.x releases allows local users to cause an unspecified availability impact. The TCP ECN fallback reader accesses sysctl_tcp_ecn_fallback without READ_ONCE while the sysctl path can modify the value concurrently.
