Kernel service interruption via nexthop compatibility data race

Race condition in Linux kernel nexthop compatibility handling allows local users to interrupt service through concurrent access. Readers in net/ipv4/nexthop.c access the mutable nexthop_compat_mode value without READ_ONCE, allowing concurrent writes to race with those reads. Exploitation requires local low-privileged access and a successful race; the reported consequence is limited to availability.
