Resume hang via repeated network-adapter deinitialization

Improper state management in the Linux atlantic driver allows local users to hang network-adapter resume after an S3 sleep cycle. The atl_resume_common path calls aq_nic_deinit even though suspension already deinitialized the adapter, causing resume to time out. Reachability requires an affected Aquantia atlantic adapter and an S3 sleep-and-resume cycle; the reported consequence is failed adapter resume.
