Kernel-memory disclosure via undersized IRQ bitmap

Out-of-bounds read in Linux 4.14 through 5.15.55 and 5.16 through 5.18.12 allows local users to read kernel memory during XIVE IPI setup. In xive_spapr_init, the allocator treats the bitmap bit count as a byte count, so small CPU counts create an object shorter than one machine word and _find_first_zero_bit reads past it. The path is limited to PowerPC pSeries systems using the XIVE interrupt controller and permits kernel-memory disclosure or a host crash.
