Availability disruption via console handover PM underflow

Reference-count error in the Linux kernel 8250 console handover allows local users to disrupt system availability. The setup path omits pm_runtime_get_sync() before the port device exists, but the exit path later calls pm_runtime_put_sync() with a zero usage count. An enabled 8250 console and subsequent driver handover are required; the observed result is a runtime-PM underflow warning.
