Local service interrupt via unsynchronized PMTU reads

A race condition in Linux kernel 3.14 through 5.18.15 allows local users to interrupt service through concurrent PMTU sysctl access. Readers in include/net/ip.h and net/ipv4/route.c access sysctl_ip_fwd_use_pmtu without READ_ONCE while the setting can change concurrently. Low-privileged local access and a high-complexity race are required; the public record does not identify whether failure is a hang, crash, or reboot.
