Service interruption via unsynchronized forwarding-priority reads

Race condition in the Linux kernel 4.19 allows local users to interrupt service via concurrent access to an IP forwarding sysctl. Readers in ip_forward.c and spectrum_router.c access sysctl_ip_fwd_update_priority without READ_ONCE while it can change concurrently. Low-privilege local access and favorable race timing are required; the public record does not specify whether interruption takes the form of a hang or crash.
