Service interruption via unsynchronized TCP MTU setting reads

Race condition in the Linux kernel allows local users to interrupt service via concurrent TCP MTU-probing configuration changes. The tcp_mtup_init() and tcp_mtu_probing() paths read net->ipv4.sysctl_tcp_mtu_probing without READ_ONCE() while the sysctl handler can update it concurrently. Exploitation requires low-privileged local access and a high-complexity timing race; the exact service-interruption failure mode is undisclosed.
