Service interruption via incoherent TCP sysctl read

Race condition in affected Linux kernel releases allows local users to interrupt service through concurrent TCP MTU-floor access. The tcp_mtu_probing function reads net->ipv4.sysctl_tcp_mtu_probe_floor while the sysctl can change, without READ_ONCE() enforcing a single coherent access. Exploitation requires local low-privilege access and a difficult race; the documented consequence is limited to availability.
