Local availability loss via unsynchronized TCP setting reads

Race condition in TCP request migration in affected Linux kernels allows local users to interrupt kernel availability via concurrent sysctl access. The reuseport_stop_listen_sock() and reuseport_migrate_sock() paths read sysctl_tcp_migrate_req without READ_ONCE(), allowing a concurrent write to produce inconsistent migration decisions. Exploitation requires local low-privileged access and precise timing; the public record does not identify whether availability loss appears as a hang, crash, or reboot.
