Race condition in TCP request migration in affected Linux kernels allows local users to interrupt kernel availability via concurrent sysctl access. The reuseport_stop_listen_sock() and reuseport_migrate_sock() paths read sysctl_tcp_migrate_req without READ_ONCE(), allowing a concurrent write to produce inconsistent migration decisions.
