Service interruption via unsynchronized TCP timeout reads

A race condition in Linux kernel 4.12 through 5.18.14 allows local users to interrupt service through concurrent TCP Fast Open access. Readers of sysctl_tcp_fastopen_blackhole_timeout access the mutable per-network value without READ_ONCE while another execution context changes it. Low-privileged local access is required, and the public record does not identify whether the resulting availability failure is a hang, crash, or reboot.
