Service interruption via unsynchronized IPv4 sysctl read

A race condition in Linux kernel IPv4 routing before 5.19 allows local users to interrupt service through concurrent sysctl access. The fib_select_multipath path reads sysctl_fib_multipath_use_neigh without READ_ONCE while a concurrent writer can change the shared value. Exploitation requires local low-privileged access and precise timing; the reported consequence is loss of availability, not data access or modification.
