Service interruption via torn privileged-port sysctl access

Race condition in the Linux kernel allows local users to interrupt service through concurrent IPv4 privileged-port sysctl access. Privileged-port checks and sysctl handlers directly read and write net->ipv4.sysctl_ip_prot_sock without single-access protection, permitting load or store tearing. Exploitation requires local low-privileged access and a high-complexity concurrent update race; no data disclosure or modification is reported.
