Service interruption via unsynchronized UDP sysctl read

A race condition in the Linux UDP networking code allows local users to interrupt service through concurrent sysctl access. The udp_sk_bound_dev_eq() reader passes sysctl_udp_l3mdev_accept to inet_bound_dev_eq() without READ_ONCE while another context can change the value. Exploitation requires low-privileged local access, CONFIG_NET_L3_MASTER_DEV, and winning a high-complexity race; the published impact is limited to availability.
