Local service interruption via TCP sysctl race

Race condition in the Linux kernel allows local users to interrupt service by changing a TCP thin-stream sysctl during timer processing. The TCP retransmission timer in net/ipv4/tcp_timer.c reads sysctl_tcp_thin_linear_timeouts without READ_ONCE(), allowing a concurrent sysctl write to create an unsynchronized shared-variable access.
