Local service interruption via double hook unregistration

A double-unregistration flaw in Linux kernel nf_tables allows local users to interrupt service during network-namespace teardown. __nft_release_hooks unregisters netdev hooks during pre_exit, and the later NETDEV_UNREGISTER event unregisters the same hooks again. Low-privileged local access is required, and exposure depends on nf_tables flowtable hooks being released during network-namespace teardown.
