Service interruption via threshold-bank allocation leak

Memory leak in AMD x86 MCE threshold-bank setup in Linux allows local users to interrupt service by exhausting kernel memory. When threshold_create_bank fails, mce_threshold_remove_device reads the threshold_banks per-CPU pointer before bp is stored there, leaving the allocated bank array unfreed. Reachability requires local low-privileged access and a bank-creation failure; the published impact is limited to availability.
