Kernel warning via transient CPU-mask race

Race condition in Linux kernel 5.8 through 5.18.2 causes a workqueue warning while secondary CPUs start during early boot. The rcu_tasks_rude_wait_gp() path calls schedule_on_each_cpu() while CPU-mask locking fails to keep the online mask stable, so __flush_work() encounters transient CPU state. The published trace shows boot continuing and identifies no attacker-controlled trigger, crash, or data impact.
