Service interruption via premature cpufreq data release

Use-after-free in Linux kernel 4.6 through 5.15.90 and 5.16 through 5.18.2 allows local users to interrupt service. The CPUFreq governor exit path directly frees dbs_data even though its embedded kobject and delayed work can remain active. Reachability requires local low-privileged access and a governor change; no confidentiality or integrity impact is reported.
