Kernel crash via NULL runtime-PM device

Improper locking in the MediaTek Vcodec decoder in Linux 4.10 through 5.18.2 allows local users to crash the kernel during module removal. In subdevice mode, mtk_vcodec_dec_remove passes the NULL dev->pm.dev pointer to pm_runtime_disable, whose locking path dereferences it. Triggering the fault requires permission to unload mtk-vcodec-dec.ko and a platform using the driver's subdevice mode, and the resulting oops interrupts the host kernel.
