System crash via premature perfmon dereference

NULL pointer dereference in the Linux kernel V3D driver allows local users to crash the system during performance-monitor startup. v3d_perfmon_start reads perfmon->ncounters before WARN_ON_ONCE checks whether perfmon is null, so the intended guard executes too late. A low-privileged local process must reach the V3D performance-monitor path; the published impact is a system crash without data disclosure or modification.
