Local privilege escalation via throttled bio race

Use-after-free in blk-throttle in affected Linux kernel versions allows local users to corrupt kernel memory through throttled block I/O. __blk_throtl_bio sets BIO_THROTTLED after releasing the queue lock, so a completed and freed bio can be written when throttling starts. Reachability requires local I/O under block-throttle rules; successful exploitation can panic the kernel or elevate privileges within the host.
