Service interruption via hfi1 packet-delay overflow

Integer overflow in the RDMA hfi1 driver in affected Linux releases allows local users to interrupt service through link configuration. In set_link_ipg(), a shifted 32-bit maximum-packet-time value is multiplied by a 16-bit congestion-control multiplier before assignment to the 64-bit source register value, allowing the intermediate product to wrap. Exploitation requires local low-privileged access and active hfi1 hardware; successful triggering corrupts the inter-packet delay value and can interrupt kernel availability.
