Restart failure via sleepable clock enable path

Linux kernel 5.17 through 5.17.14 and 5.18 through 5.18.3 allows local users to interrupt restart through the Renesas RZ/G2L watchdog driver. The rzg2l_wdt_restart callback invokes pm_runtime_get_sync while an atomic restart notifier holds an RCU read lock, causing runtime power management to take a mutex in an invalid wait context. Reachability requires compatible Renesas hardware, the affected driver, and a system restart; the observed consequence is a reboot-path failure.
