Network interface outage via misclassified transmit queues

Denial of service in the Linux sfc driver allows local users to interrupt an affected network interface via separated TX channels. The efx_channel_has_tx_queues helper treats allocated but uninitialized transmit queues as usable when transmit channels are separated, causing initialization of queue -1 to fail. Exploitation requires the efx_separate_tx_channels=1 module setting and compatible sfc hardware; the documented consequence is failure to initialize or flush interface queues.
