Local kernel crash via zero-chunk AMDGPU submission

NULL pointer dereference in the Linux kernel allows local users to crash an affected system through a zero-chunk AMDGPU submission. amdgpu_cs_ioctl accepts a command-submission request whose chunk count is zero, then later dereferences absent parser state. Reachability requires low-privileged local access to the AMDGPU DRM ioctl; the demonstrated consequence is a kernel oops and service interruption.
