Local service interruption via unreleased stream assignment

Memory leak in the AMD display driver in Linux 5.17 through 5.17.1 allows local users to exhaust kernel memory through display changes. remove_link_enc_assignment clears the link-encoder pointer without calling dc_stream_release on its retained stream assignment. Reachability requires local low-privileged access and an AMD display configuration; repeated triggering can interrupt service through memory exhaustion.
