Kernel warning via duplicate XDP RXQ registration

Denial of service in the Linux kernel igc driver allows local users to trigger a kernel warning by changing RX ring parameters. igc_ethtool_set_ringparam copies an igc_ring without clearing its xdp_rxq_info member, so igc_setup_rx_resources registers an already registered RX queue. Low-privileged local access and an active igc interface are required; the warning interrupts service only when panic_on_warn is enabled.
