Service interruption via sockmap teardown memory leak

Missing memory release in the Linux kernel 5.14 through 5.17.1 allows local users to interrupt service through a sockmap teardown race. Concurrent tcp_bpf_sendmsg and sock_map_close paths can enqueue a charged sk_msg after transmission is disabled; drop_sk_msg then discards it without freeing its scatter-gather pages or socket memory charge. Low-privileged local access and the ability to exercise BPF sockmap paths are required, and repeated triggers consume kernel memory and degrade availability.
