RDMA counter corruption via negative netlink index

Integer underflow in Linux kernel 5.16 through 5.17.1 allows local users to disrupt RDMA statistics via a negative netlink index. The nldev_stat_set_counter_dynamic_doit function accepts a signed counter index and applies only an upper-bound check before using it as a bitmap position. Reachability requires RDMA to be in use and local low-privileged access; the resulting underflow can cause incorrect RDMA counters or related behavior.
