Guest service interruption via incomplete virtio restore

Improper virtio restoration in Linux kernel 5.16 before 5.16.19 and 5.17 before 5.17.2 allows local users to interrupt services. The virtio_device_restore function omits virtio_device_ready, so affected transports never run enable_cbs or set DRIVER_OK and their interrupts remain disabled. Reachability requires a suspended virtual machine using a virtio driver that omits virtio_device_ready during restore; the resulting IRQ shutdown interrupts guest device service.
