Kernel crash via unchecked stream-gate allocation

NULL pointer dereference in the Felix VSC9959 DSA driver in Linux 5.17 through 5.17.2 allows local users to crash the kernel. The vsc9959_psfp_filter_add function passes a failed kzalloc result to vsc9959_psfp_parse_gate without first checking whether the stream-gate pointer is NULL. Reaching the path requires privileges to configure a FLOW_ACTION_GATE rule on a system using the VSC9959 switch driver; allocation failure then interrupts the system.
