Local system crash via CPU-port event mishandling

NULL pointer dereference in Linux kernel 5.4 through 5.17.2 allows local users to crash the system through mlxsw firmware events. The mlxsw Spectrum driver accepts CPU-port events from device firmware and dereferences uninitialized struct mlxsw_sp_port fields for local port 0. Low-privileged local access and affected Mellanox Spectrum hardware are required; the bounded consequence is an availability-only kernel crash.
