Wireless teardown stall via ordered workqueue deadlock

Improper locking in Linux 5.17 through 5.17.2 allows local users to stall wireless teardown through ath11k disconnect activity. ath11k_mac_op_flush waits for management transmissions while wmi_mgmt_tx_work is queued behind lock-blocked work on the same ordered mac80211 workqueue. A disconnect on ath11k hardware can hold the network configuration lock for repeated five-second intervals, delaying wireless management processing.
