Kernel crash via retained vmbus panic notifier

Denial of service in Linux 4.19.118 through 4.19.237, 5.4.35 through 5.4.188, and 5.6.7 through 5.7 allows local users to crash the kernel. The vmbus exit path registers a panic notifier unconditionally but skips unregistering it when HV_FEATURE_GUEST_CRASH_MSR_AVAILABLE is absent. A modular vmbus driver on such a Hyper-V guest leaves a stale callback after unload, allowing a later panic notification to crash the kernel.
