Local service interruption via wrong redistributor polling bit

Incorrect polling in affected Linux kernel branches allows local users to disrupt service during GICv3 redistributor changes. The gic_redist_wait_for_rwp path reads GICR_CTLR but tests the distributor RWP bit index instead of the redistributor's distinct RWP bit. The path applies on systems using the GICv3 interrupt controller; published sources do not identify the low-privilege action that reaches it.
